Taiwan’s Ministry of Economic Affairs (MOEA) concluded a preliminary injury investigation on October 12, 2026, determining reasonable indications of material injury to domestic producers from imports of specific cold-rolled stainless steel flat-rolled products from Vietnam.
Between January 2023 and June 2026, Vietnamese imports grew significantly while prices dropped continuously below domestic rates, forcing Taiwanese steelmakers to lower prices, lose market share, and incur expanding domestic sales losses.
The case transfers to the Ministry of Finance (MOF) for preliminary and final dumping investigations. Under Taiwanese regulation, MOF must issue a preliminary dumping determination within 70 days of receiving notification to decide whether to impose provisional anti-dumping (AD) duties. If dumping is confirmed, MOEA will conduct a final injury investigation before MOF makes an ultimate decision on duty implementation.
