US' tariffs may be replaced with quotas on steel & aluminum
Dan DiMicco, a member of Advisory Committee for Trade Policy Negotiations (ACTPN), indicated that if US tariffs on steel and aluminum were not lifted, Mexico and Canada would boycott the United States-Mexico-Canada Agreement (USMCA).

The legislatures of the three countries must approve the USMCA. However, Canada and Mexico stated that they will not approve it until the US lifted 10% tariff on aluminum and the 25% tariff on steel.

Dan DiMicco said that they can implement quota to replace tariffs, and use quotas to control dumped products into the US market. This solution might achieve the same effect as tariffs.
